The CleanBC Energy Savings Program offers enhanced rebates based on household income to make energy-saving insulation upgrades more affordable. Depending on your income and household size, eligible participants can save 60% or 95% on eligible upgrades — up to $5,500 in total savings.

Households at or below Income Level 1 can have up to 95% of eligible upgrade costs covered.

Income Level 3

Covers heat-pump rebates for homes switching from natural gas, propane or oil heating.

Rebate coverage is based on the combined income of all adults in your home and the number of people living there. Program details are set by CleanBC and subject to change.

What qualifies

Eligible upgrades & locations

The upgrade has to be new batt, loose-fill, board or spray foam insulation that increases the R-value, installed by an approved contractor in an eligible location:

  • Attic
  • Exterior wall cavity
  • Exterior wall sheathing
  • Basement & crawlspace
  • Exposed floor / floor over crawlspace
  • Basement header

You must be a BC resident living in an eligible home and meet the program’s income requirements. Eligible home types include:

  • Single-family detached
  • Duplex
  • Row house / townhouse
  • Manufactured / mobile home

The part that matters

The rebate hinges on who does the work.

How much can I get back on insulation through CleanBC?

The CleanBC Energy Savings Program offers enhanced, income-based rebates of up to $5,500 for insulation upgrades. Households at or below Income Level 1 can have up to 95% of eligible upgrade costs covered, and those at or below Income Level 2 up to 60%.

Why do I have to hire a Home Performance Contractor Network member?

To qualify for the enhanced CleanBC insulation rebates, the work has to be done by a member of the Home Performance Contractor Network. This makes sure the installation meets program standards. High Country Insulation is an HPCN member and a FortisBC Trade Ally, so we can do the work that qualifies you.

What insulation upgrades are eligible?

New batt, loose-fill, board or spray foam insulation that increases the R-value in an eligible location — attic, exterior wall cavity or sheathing, basement and crawlspace, exposed floor, or basement header — installed by an approved contractor.

Are there other insulation rebates besides CleanBC?

Yes. BC Hydro and FortisBC also offer Home Renovation Rebates calculated on the R-value of the new insulation added, which is especially valuable where old insulation has been removed due to issues like pest damage. We can help you understand which programs fit your project.
